This means that the URL in question contains one or more DOM element attribute value that is not enclosed by double quote tags.

Why is this important?

While there are certain cases where you may specify the value of an attribute without any quotation marks, the general recommendation is to always use them. 

When you later edit your HTML file, you  may easily forget to add the quotes if you edit an attribute value in manner which makes the quotes mandatory. For example, an attribute like src=nightking.gif is legal, but if someone changes the attribute (e.g. due to moving a file to another directory) to src=whitewalkers/nightking.gif it becomes illegal.

The net result can be that the attribute is misunderstood or ignored by browsers.

This Hint will trigger for any internal HTML URL which contains DOM element attribute values that are not enclosed by double quote tags.
